                Document Description
            
            The project is the issuance of a post-closure permit for the Chevron USA Inc., Richmond Refinery Landfarms 1 through 5. Chevron has closed the Landfarms as a hazardous waste land treatment unit by establishing a final vegetative cover over the units. As part of the closure and post-closure activities, Chevron was required to maintain the vegetative cover to minimize infiltration of water and ensure that there is no migration of hazardous waste into the groundwater due to irrigation, maintain and protect the Groundwater Protection System (GPS) to prevent movement of the potentially contaminated near- surface groundwater into surface water, and monitor the concentration of the constituents of concern at the Landfarm's groundwater. The post- closure permit sets permit conditions that will specify the post- closure care and environmental monitoring of the Landfarms. Except for maintenance, which includes groundwater wells replacement, no additional construction is expected at the Landfarms.

                            1. The closure activities and post-closure monitoring activities have been implemented. The Landfarm units are now closed and DTSC has issued the closure certification. Monitoring data from previous reports submitted since closure have indicated that maintenance of the vegetative cap, the monitoring wells, and the GPS are adequate to contain the release of contaminated groundwater at Chevron Landfarms. No new impact will result from the post-closure monitoring and maintenance activities.
2. The continuous implementation of the post-closure maintenance activities, groundwater monitoring program and reporting will document, monitor, and maintain the effectiveness of the vegetative cap and the GPS system. The issuance of Post-Closure Permit will enforce the conditions of the approved Closure and Post-Closure Plan.
