                Document Description
            
            As part of the development of a 10-lot subdivision, the operator proposes to install an outfall structure onto the west bank of Appian Creek, behind the business at 4949 Appian Way in El Sobrante, Contra Costa County.  The outfall will be constructed following the County CD50i design.  A 24-inch pipe will discharge onto loose rock riprap placed on the bank and in the bed of the creek.  Minimal grout may be used along the flow line.  The pipe will daylight on the creek bank just above the location of the existing willow trees.  The California Department of Fish and Game is executing a lake and streambed alteration agreement number R3-2001-0793 pursuant to section 1603 of the Fish and Game Code to the project operator, Siavash Afshar.
