Document Description
The Sun Valley Watershed Management Plan (SVWMP) Program Environmental Impact Report (2004 PEIR) was certified by the Los Angeles County Board of Supervisors as governing body of the District on June 29, 2004, and outlined multiple projects including the Park project (previously named the Strathern Pit Multiuse Project) and Drain project, each designed to manage stormwater runoff and reduce flooding. The Addendum to the 2004 PEIR evaluates proposed updates to these two projects and concludes that the two projects did not constitute a substantial change or result in new significant impacts or an increase in the severity of a previously identified impact or substantial new information pursuant to State CEQA Guidelines section 15162. The Park project includes conversion of a 46-acre, non-operating inert construction debris landfill into a constructed wetlands park that would provide flood control, habitat, recreation, and water quality enhancements to the Sun Valley community, including a 21-acre detention pond, 10 acres of wetlands, and 15 acres of recreational space. The Park project was also analyzed in a previously certified 2013 Addendum to the SVWMP EIR The Drain project includes installation of storm drain lines below existing roads in the Sun Valley area. Phases 2 through 4 involve installation of approximately 28,200 linear feet of storm drain lines below existing roads in the Sun Valley area as well as installation of catch basins, connector pipes, and other drainage structures. The Drain project was also analyzed in previously certified Addenda to the SVWMP EIR in 2013 and 2020.

The proposed Rory M. Shaw Wetlands Park Project (Park project) and the proposed Sun Valley Watershed Upper Storm Drain System project (Drain project) are located in the Sun Valley Community within the City of Los Angeles, approximately 14 miles northwest of downtown Los Angeles in the northeastern portion of San Fernando Valley. See Figure 1. The Park project site is a 46.62-acre lot bounded by Strathern Street to the south, Tujunga Avenue to the west, Fair Avenue to the east, industrial operations and a barren field to the north. The Drain project is located along San Fernando Road, Tuxford Street, Glenoaks Boulevard, Sheldon Street, Vineland Avenue, Tujunga Avenue, and Saticoy Street. Phase 2 would be installed northeast of the Park project (Penrose Street, San Fernando Road, Tuxford Street, Norris Avenue, Bradley Avenue, De Garmo Avenue, Glenoaks Boulevard, Peoria Street, Pendleton Street, and Randall Street), Phase 3 would be constructed northwest of the Park project (Sheldon Street and San Fernando Road), and Phase 4 would be located south of the Park project (Tujunga Avenue and Saticoy Street).
