            The California Department of Fish and Game is executing Lake or Streambed Alteration Agreement number R2-2002-231 pursuant to Section 1603 of the Fish and Game Code to the project applicant, Tom Kollen representing Highland Communities.   Project proposes to construct three rail car crossings for a general plan amendment, a rezone, and a development agreement.  The streambed alteration agreement and this notice pertain only to the project described above.
