Reasons for Exemption
Waste tire facility permits (WTFP) are issued soley to the operator and cannot be transferred. A proposal to change operators at this facility has come before the Board. Because waste tire facility permits are not transferable, a new permit must be issued to reflect the new operator. The application includes no design or operational changes beyond those already authorized at this facility. Therefore, the issuance of this permit is not considered an expansion of use.
