Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20 prepared an Addendum pursuant to a previously adopted 2002 Initial Study/Negative Declaration (IS/ND) to evaluate activities associated with a Class 1* Permit Modification request to the Closure Plan under the Hazardous Waste Facility Permit (Permit) for P. Kay Metal, Inc. (Facility). The Class 1* Permit Modification will authorize the Facility to implement modifications to the performance standards for the Closure Plan. The Facility will continue all other activities consistent with the previously approved Closure Plan authorized under the Permit. There are no operational changes or other physical changes that require construction or ground disturbance for the proposed Permit Modification. Background: P. Kay Metal, Inc. is an inactive commercial hazardous waste storage and treatment facility located at 2448 East 25th Street in Los Angeles, California 90058. The Facility formerly reclaimed lead and tin metal from off-site generated solder dross and recycled those metals into new solder and alloys in the electronics and radiator industry. The Facility consists of a main building (which houses the administrative office, a laboratory, manufacturing area, three container storage areas and treatment unit), an employee parking area, two truck parking and loading/unloading areas, and a fourth container storage area. The Facility’s treatment process was conducted inside the main building. The treatment process used two furnaces (melting pots) to melt the solder dross to separate and reclaim the metal. The recovered metal was poured into molds to produce bars, ingots, and sows. Bars and ingots were sold to customers and the sows were stored at the Facility to produce bars and ingots to customer specifications. Bars were also extruded at the Facility in the manufacturing area to produce thin wire to be sold to customers. The Permit Modification will authorize the Facility to implement modifications to the previously approved Closure Plan, specifically revising the performance standards as follows: • Concrete chip samples will be changed from background levels to soil screening levels per DTSC’s Human and Ecological Risk Office (HERO) Note 3, June 2020 – Revised May 2022 and U.S. Environmental Protection Agency’s (USEPA’s) EPA Regional Screening Levels (RSLs), November 2023. Additionally, the sample locations will exclude exterior areas identified in the Closure Plan. • Wipe samples will be changed from non-detect based on practical quantitation limits to focus on lead dust concentrations as the standard. Additionally, the sample locations will exclude exterior areas identified in the Closure Plan. • Revise the performance standards for soil samples from background soil sample results to health risk-based screening levels per DTSC’s HERO Note 3, June 2020 – Revised May 2022 and USEPA’s EPA Regional Screening Levels RSLs, November 2023.
