            CDFG is intending to execute a Lake and Streambed Alteration Agreement (SAA #R5-2002-0019) pursuant to Section 1603 of the Fish and Game Code to the project applicant, Terry Smith of K.T.K. Constuction, Inc.  The applicant proposes to alter the streambed to construct four single-family houses on 6,000 square foot lots.  Along the southern portion of the property is an unnamed tributary to the Santa Ana River, which is approximately 40 feet wide by 400 feet in length.  Currently, the streambed runs through a concrete lined V-ditch above the property, and through an existing 54" concrete storm drain pipe downstream.  Within the property site the streambed remains earthen lined.  Grading for the house pads will require the realignment of the channel on the property; the location where the stream enters and exits the property will remain the same, however.  Rip rap will be placed in some locations along the bottom of the streambed to prevent erosion.  In no instance shall the rip rap extend more than an average of four (4) feet up the side of the stream bank.  Unvegetated stream beds, banks, and slopes above the rip rap will be planted with native vegetation.  The project is located in City of Orange in Orange County.
