            Emergency regulation to amend the universal waste regulations to allow cathode ray tubes (CRTs), CRT containing devices, and CRT glass to be managed pursuant to the universal waste management requirements in lieu of the traditional hazardous waste requirements.  These universal waste standards will provide streamlined requirements for the collection, transportation, and intermediate recycling of CRTs, but will require full hazardous waste storage and treatment standards at the destination facility.

                            The proposed project will redirect larrge volumes of lead-containing hazardous waste, (CRTs, CRT devices, and CRT glass), to proper destination sites, thereby significantly reducing the current negative environmental impact of CRTs and CRT-related wastes.  REquiring that CRTs, CRT devices, and CRT glass comply with the universal waste regulations, rather than full hazardous waste regulations, will encourage recycling of this wastestream.  Although exempt from hazardous waste manifesting requirements and hazardous waste facility storage requirements for collection location, CRTs, CRT devices and CRT glass would be subject to applicable Department of Transportation requirements, and other government standards, such as those of the Air Resources Board, Department of Industrial Relations (Cal/OSHA), and local handling and storage ordinances.  These universal waste standards allow streamlined collection and transprotation, but require full hazardous waste storage and treatment standards (disposal of CRTs is prohibited) at the destination facility.  This project will provide streamlined requirements for CRT wastes, thereby increasing overall compliance for this wastestream, while continuing to protect human health and the environment.
