            Sempra Communications has specifically requested a full facilities-based Certificate of Public Convenience and Necessity (CPCN) to implement a Telecommunications Development Program (the "Project") primarily in urbanized areas throughout 15 counties in the State of California.  As a Program EIR, the report will not focus on a specific project or projects, but instead present reasonable assumptions about the overall types and levels of activiies that Sempra Communications could undertake under the proposed CPCN within an indentified project area.
