            THe project is a Major Use Permit to allow a proposed 88 unit apartment complex.  The project includes the buildingof six apartment buildings and a rental office and the associated parking places and lanscaping.  The project is within a Specific Plan area and was part of the Spring Valley Community Plan Amendment General Plan Amendment certified by the Pointe Specific Plan Amendment (Log No. 90-GP-3).  The Pointe Specific Plan EIR stated that apartments be constructed on the current proposed project site.  Therefore, the project is in conformity with the previously certified EIR.  The proposed project will not result in the need for significantly altered services of facilities.
