Two development options are proposed including:  16 affordable housing units provided on six lots with 79 single family residences; or 85 single-family residences on-site, with 16 affordable units provided off-site, within the Torrey Highlands Subarea IV.  In addition, two parks, trails, utilities and street would be developed on 22.44 acres of the 92.72-acre site.
