The Operator proposes to alter the streambed and banks by removing accumulated sediment from within the concrete-lined approach channels and aprons of both Hicks and East Hicks Canyon Retarding Basins. The basin design allows for a 25% sediment accumulation before the sediment affects the hydraulic capacity of the basin. SAA #5-2001-0077
