Document Description
SMUD proposes the construction and installation of a two-transformer electric distribution substation, known as the Stonehouse Substation project. This substation is necessary to meet the electrical demand of the Project.
The proposed substation would be located immediately west of Stonehouse Road, just outside but adjacent to the Project’s previously evaluated western boundary. The facility is designed to serve the 12,000-volt (12kV) demand for the Project. Components include two 20-megavolt ampere (MVA) transformers, up to six capacitor banks, four feeder tie switches, two switchgears, two switch poles and other associated substation equipment.
Construction would involve excavation and grading activities to install substation infrastructure, including up to six new power poles, resulting in a total disturbance area of approximately 1.33 acres. The substation would be enclosed by a ten-foot-tall concrete block wall with access gates compatible with its surroundings. Within the substation, 69,000-volt (69kV) electricity would be stepped down to 12 kV for distribution to the surrounding areas, where local transformers would further reduce the voltage to household service levels. New underground 12 kV distribution lines would connect to the substation circuits through utility conduits and would be accessed via pad-mounted switchgear and subsurface pull boxes to distribute power throughout the Residences West subdivision. No new overhead distribution lines outside of the substation site or existing SMUD utility easement are proposed. Maintenance of the distribution lines would follow SMUD’s standard practices.
Initial site preparation, including access development, rough grading, and drainage improvements, would be completed by the developer or SMUD as part of the overall Project development. Following site preparation, SMUD would construct the substation infrastructure, which includes minor grading, construction of a new driveway, concrete block walls, conduit grounding, and foundations for substation equipment. This phase would also involve the installation and energization of equipment, cleanup, and backfilling of trenches for conduit installation. Excavated soil would be reused onsite where feasible.
Site Access and Substation Perimeter Wall
SMUD will utilize existing driveways whenever possible and may add temporary construction access during staging and construction. To maintain site security and public safety, the perimeter of the new substation would be enclosed by a ten-foot-tall concrete block wall with access gates compatible with its surroundings. All staging area(s) would be contained on site during construction. Areas that are not paved or that house equipment or structures would be covered in crushed gravel.
Construction Schedule
Project construction is anticipated to begin in fall 2028 with commissioning and energization expected to occur in May 2029. SMUD anticipates the overall construction duration to be approximately 10 months. Installation of underground distribution lines would ideally occur concurrently with construction of the subtransmission (69kv) lines.
