This document serves as the Ninth Addendum to the Los Angeles Sports and Entertainment District (LASED) Final EIR (ENV-2000-3577-EIR, SCH No. 2000091046) certified by the City of Los Angeles on September 4, 2001 (Certified EIR). This Addendum analyzes the potential impacts of an amendment to the LASED Specific Plan and previously approved entitlements associated with the Figueroa South Subarea to allow for changes to the existing approved signage plan. The Proposed Project includes a total of 20,485.65 square feet of sign area consisting of fourteen (14) signs along 12th Street and Figueroa Street in Vertical Sign Zones 1 and 2 in Sign District A within the Figueroa South subarea of the LASED Specific Plan. Ten (10) are Tenant Signs, one (1) is a Building I.D. Sign, and three (3) are Electronic Message Display (EMD) Signs. Eight (8) out of the ten (10) Tenant Signs and the one (1) Building I.D. Sign have received an approved sign permit issued by the Los Angeles Building & Safety Department (LADBS). The other two Tenant Signs, T21 and T24, are new signs included as part of the current application that have not received a sign permit. The Proposed Project is requesting to permit signage along the Figueroa Street façade in Vertical Sign Zone 1 and 2 to be 12,296.33 square feet in lieu of the maximum allowed 11,364.80 square feet and signage along the 12th Street façade in Vertical Sign Zone 1 and 2 to be 8,189.32 square feet in lieu of the maximum allowed 7,007.20 square feet pursuant to Section 16, Table 4 of the LASED Specific Plan, resulting in less than a 20% increase. The project also requests the three proposed EMD Signs to have no separation in lieu of the required four feet pursuant to Section 16, Table 7 of the LASED Specific Plan. The project would comply with all other sign regulations and design guidelines contained within the Specific Plan.
