Document Description
The Newhall Land and Farming Company proposes to develop the Project Site with a vesting tentative tract map and related entitlements for a 3,617-unit residential development project (the "Homestead South Project"). The Homestead South Project is consistent with the land use plan and zoning identified in the Specific Plan. The Homestead South Project includes supporting facilities necessary for the residential development, including public parks, public schools, a fire station, private recreation facilities, and other ancillary facilities, consistent with the Specific Plan. Supportive infrastructure for the Homestead South Project includes a network of roads, trails, drainage improvements, flood protection (including buried bank stabilization), potable and recycled water systems (including off-site water tanks), sanitary sewer and dry utility systems, and other ancillary infrastructure facilities. The Homestead South Project includes open space, parks, and trails, including an approximately 67-acre spineflower preserve.

Reasons for Exemption
Development of the Homestead South Project Site has been specifically analyzed in two prior certified Environmental Impact Reports (EIRs)-the Newhall Ranch Specific Plan EIR (SCH No. 95011015) and the Newhall Ranch Resource Management Development Plan/Spineflower Conservation Plan Joint Environmental Impact Statement/EIR (SCH No. 2000011025) (State-certified EIR). As described in the Mitigation Monitoring and Report Program for the Homestead South Project, the Project is required to comply with applicable mitigation measures from the Specific Plan EIR and State-certified EIR. In accordance with Government Code Section 65457(a), the Homestead South Project qualifies for an exemption from the California Environmental Quality Act as a residential development project that is undertaken to implement and is consistent with a specific plan for which an EIR has been certified after January 1, 1980. Specifically, the Homestead South Project is a residential project that is undertaken to implement and is consistent with the Newhall Ranch Specific Plan for which the Specific Plan EIR was certified in 2003. In accordance with Government Code Section 65457(a), to determine if an event specified in Section 21166 of the Public Resources Code has occurred, the County of Los Angeles completed a detailed Environmental Checklist to evaluate the potential environmental impacts for the proposed Homestead South Project and determined that the Homestead South Project would not result in any of the conditions set forth in Public Resources Code section 21166 that would require the preparation of a subsequent or supplemental EIR prior to approval of the Homestead South Project. Therefore, pursuant to Government Code Section 65457(a), no additional environmental review is required and the Homestead South Project is exempt from CEQA. Please refer to the Gov.
