                Document Description
            
            CDFG is intending to execute a Lake and Streambed Alteration Agreement (SAA #R5-2002-0099) pursuant to Section 1601 of the Fish and Game Code to the project applicant, the Metropolitan Water District of Southern California.  The applicant proposes to alter the streambed to construct two railcar bridge crossings over Carbon Canyon Creek and Telegraph Creek within Chino Hills State Park, Orange County.  The railcar bridge crossing over Carbon Canyon Creek will replace an existing Arizona-dip type crossing, while the railcar bridge crossing over Telegraph Creek will replace a culver-type crossing that was damaged and rendered impassable several years ago.  Both the Arizona crossing at Carbon Canyon Creek and the culvert crossing at Telegraph Creek will be removed prior to project completion.  Both railroad bridge crossings will span the width of the streambed.  Thus, the bridges themselves will have no permanent streambed impacts.  However, a total of 0.50 acres of mulefat scrub/willow woodland riparian habitat will be temporarily impacted by vegetation removal immediately adjacent to the bridge construction sites (0.35 acres at the Carbon Canyon Creek crossing and 0.15 acres at the Telegraph Creek crossing) for construction activities.  The Operator will mitigate for the temporal loss of habitat at these sites by mitigating at a 3:1 ratio.  For the 0.5 acre of riparian areas disturbed due to bridge construction, the Operator shall restore the stripped or exposed site by revegetating the area with vegetation native to the area.  In addition,  the Operator shall mitigate with the on-site enhancement of an additional 1.0 acre of willow woodland riparian habitat within Chino Hills State Park.  Any mature native trees removed from the stream's banks shall be replaced in-kind, at various ratios depending on size, within Chino Hills State Park.
