Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2025-0067) to the Project Applicant to improve the stormwater conveyance capacity of the Las Colinas drainage channel, remove the soil stockpile and temporary detention basin, reroute existing storm drains, extend Riverview Parkway eastward to connect to the western section, including construction of a culverted crossing through Las Colinas Channel, and regrade the site in preparation for development, and, ultimately, construct a mixed-use residential housing and commercial development. Las Colinas Channel will be re-graded and widened to be 25 feet wide at the channel bottom and 75 feet wide at the top of the bank. The channel bottom will be planted with perennial native wetland vegetation, and the channel banks will be planted with native wetland and transitional riparian trees and shrubs. The restored channel is expected to result in an overall gain of aquatic resource area and improvement of functions and services that will restore temporary impacts fully offset the project’s permanent fill impacts to jurisdictional waters of the state.
