Santa Ana River Mainstem Project Including Santiago Creek San Timoteo Creek Reach 3B

The proposed project involves completing flood control facilities along San Timoteo Creek in an area referred to as Reach 3B. A series of sediment basins and drop structures are proposed within the creek along Reach 3B to capture sediment before flows enter the already constructed downstream facilities. Construction of the project would provide flood protection to the existing 100-year floodplain of San Timoteo Creek. The Final Environmental Impact Report (FEIR) for the Santa Ana Mainstem Project including Santiago Creek, San Timoteo Creek Reach 3B was certified on December 19,2000. This supplement Environmental Impact Report (SEIR) was prepared in response to the March 29,2002 ruling issued by the Superior Court in Case No. SCV74111. In the ruling, the court ordered a supplemental discussion of the growth-inducing impacts of the construction of Reach 3B. The court further found that the supplemental growth-inducing impacts analysis could be served from the rest of the FEIR and no other portions of the FEIR are in noncompliance with CEQA. All other sections of the FEIR remain as originally certified.
