Document Description
The Final 1996 Mitigated Negative Declaration evaluated the relocation of public fishing access from U.S. Forest Service land to Sweetwater Authority (Authority) property on the eastern portion of Loveland Reservoir. To maintain public access, the Authority granted the Forest Service an easement encompassing a parking area, reservoir access trail, and a 50-foot wide shoreline strip above the high-water mark. The relocation project included construction of turn lanes from Japatul Road and a 0.78-acre graded parking area accommodating approximately 50 vehicles. Additional improvements included installation of trash receptacles, restrooms, informational trailhead signage, and erosion control measures along the access trail. A portion of the California Riding and Hiking Trail was also realigned to avoid conflicts with the new driveway, while planning for future amenities including expanded restroom facilities and a floating pedestrian bridge.
Sweetwater Authority is now proposing safety-oriented improvements along the existing trail network to enhance public safety, improve trail stability, and maintain long-term recreational access. The existing trail contains narrow segments, steep drop-offs, eroded surfaces, and informal user-created paths that present safety concerns and contribute to disturbance of adjacent vegetation and habitat. In some locations, recreationists currently use branches, fallen tree trunks, or logs to cross a drainage channel or travel through vegetated areas, potentially exposing users to hazards such as unstable footing, falls, snakes, poison oak, ticks, and other trail-related risks.
The proposed Project would include general trail safety and stabilization improvements, installation of a pedestrian bridge at the drainage crossing, and construction of a small observation deck adjacent to the existing trail alignment. The observation deck would provide a designated elevated vantage point for scenic viewing, wildlife observation, exercise, and passive recreation. Collectively, these improvements are intended to provide safer and more clearly defined recreational access within the existing trail vicinity while minimizing informal travel through surrounding areas.
