Document Description
The project consists of the expansion of existing parking areas at the Kaiser Permanente San Marcos Medical Center campus to address parking demand observed following opening of the hospital and medical facilities. The proposed improvements would add approximately 169 parking stalls (162 automobile and 7 motorcycle spaces) with associated landscaping within previously disturbed areas of the approximately 40-acre campus. This action is a modification to the previously approved Kaiser Permanente Medical Center project analyzed in the Final Supplemental Environmental Impact Report (SCH No. 1992011057), certified by the City of San Marcos on September 21, 2020, and a subsequent Addendum approved in 2022.An Addendum to the Final SEIR has been prepared in accordance with CEQA Guidelines Section 15164 to evaluate the proposed parking expansion. Based on the analysis and conclusions of the Addendum, none of the conditions described in CEQA Guidelines Section 15162 requiring preparation of a subsequent EIR or negative declaration are met.
