Document Description
On December 16, 2025, the Huntington Beach City Council adopted Resolution No. 2025-74 approving General Plan Amendment (GPA) No. 20-001; approved for introduction Ordinance No. 4345 approving Zoning Text Amendment (ZTA) No. 20-002; and adopted Resolution No. 2025-73 approving Environmental Assessment No. 21-001 (Addendum No. 2 to the Holly-Seacliff Specific Plan Environmental Impact Report No. 89-1). The GPA amends the land use designation from Industrial-Specific Plan Overlay (I-sp) to Neighborhood Commercial-Specific Plan Overlay (CN-sp). The ZTA amended the existing zoning designation within the Holly-Seacliff Specific Plan (SP9) from Industrial (I) to Commercial (C). The project proposes to subdivide the currently vacant 1.33-acre site into two lots for the development of a fuel center and an automatic drive-thru car wash. The fuel center would provide seven two-sided fueling stations (14 fuel pumps) and include a 233-square-foot (SF) walk-up kiosk. The automatic car wash building would total 3,588 SF and include six spaces for vacuum service.
