Document Description
The Runway 12-30 Rehabilitation Project consists of a mill and overlay rehabilitation of Runway 12-30 with new asphaltic concrete pavement. Approximately 185 feet of the Runway 12 end will be reconstructed using new asphaltic concrete pavement. The project includes minor grading upgrades on the runway, and pavement markings. The resulting pavement condition index for FCH Runway 12-30 was 51 out of a scale of 0 to 100. FCH Runway 12-30 was repaved in 2003, the pavement has now reached its 20-year design life and has deteriorated to the point in which a major rehabilitation is needed.

Reasons for Exemption
Class 1 exemptions, for projects pertaining to Existing Facilities, consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include but are not limited to: Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood;
and, the Addition of safety or health protection devices for use in conjunction with existing facilities, including navigational devices.
The proposed project involves milling of approximately 3-inches of existing asphalt and resurfacing the runway to existing grade and repainting runway markings to ensure current standards of public health and safety. The project would not include incompatible uses or changes to the existing purpose of the airport. Implementation of the proposed project will not result in any changes or impacts to storm drain systems, lighting, or signage in the project area. The repairs are required as a result of normal wear and tear to the existing runway are not as a result of an environmental hazard such as an earthquake, landslide, or flood. The repairs will take place within the footprint of the existing facility and will involve negligible expansion of existing use.
In addition, pursuant to Section 15300.2 of the CEQA Guidelines, the Project does not include any facts which would trigger the exceptions to the Categorical Exemptions listed under Article 19.
