Document Description
The proposed project consists of granting a special use permit to James Hewett of DBA B-17 Bikes/Repack Racing for the Crusher Cup XC Race at the Stafford Lake Park Area 2 reservable site, the disc golf course, bike park, and approximately parking spaces to accommodate up to 250 participants. The event is a traditional format cross-country mountain bike race that would utilize existing trails. The event would occur on August 16, 2026 between 8 AM and 5 PM. Set-up would begin at 7:00AM and take down would occur until sunset. The event would include amplified sound and sale of food, drink, and merchandise. Participants will be limited to a presale tickets limited to 250.

The project consists of issuing a special event permit at an existing facility for a public gathering. Stafford Lake Park was designed with reservable space for this type of event and there is a past history of this facility being used for this purpose. There is a reasonable expectation that this event would not represent a change in the operation of the facility and that the event would not result in cumulative impacts; significant impacts on the environment due to unusual circumstances; affect the significance of historical resources. The project is not located within an officially designated scenic highway or on a hazardous waste site pursuant to Government Code Section 65962.5.
