Document Description
The County of Riverside Transportation Department is proposing to resurface approximately 3,300 feet (0.62 miles) of Van Buren Blvd. from Opportunity Way to 440 feet south of the I-215 Northbound Off Ramp located in the community of Arnold Heights, Riverside County. The County of Riverside General Plan classifies Van Buren Blvd in the project area. as an Urban Arterial Road (152’ ROW), Major Road (118’ ROW), Secondary Road (100’ ROW). Van Buren at Opportunity Way is a ten-lane road and transitions to a Major Road, then a Secondary Road and ranges from 100 to 152 feet wide with a mix of curb and gutter, asphalt dike and edge of pavement. The proposed project will include removing the existing roadway followed by paving back with hot mix asphalt (HMA).
The proposed project will also include:
• Construct concrete sidewalk
• Remove and replace asphalt dike
• Remove turf and install rock blanket
• Utility adjustments
• Striping of roadway, including pavement markers and reflectors
• Removal and installation of road signs
• Removal and installation of Inductive Loop Detectors
• Upgrading existing signal backplates to include yellow reflective border at the intersection of Van Buren Boulevard and Opportunity Way.
All improvements are proposed within the existing right of way. No additional right of way or Temporary Construction Easements will be required to construct the proposed improvement. A Permit to Enter and Construct will be required from the Riverside National Cemetery to modify the existing landscaping and irrigation affected by the new concrete sidewalk installation within a small portion of the cemetery.

Reasons for Exemption
The rehabilitation of a roadway will be conducted by the County of Riverside Transportation Department, who is a permittee as defined by the Western Riverside Multi-Species Habitat Conservation Plan (WRMSHCP). The project is subject to compliance within the WRMSHCP. The project is outside of designated MSHCP Criteria Cells; however, it is still subject to compliance with the WRCMSHCP. Under Section 7.1 Covered Activities Outside Criteria Area and PQP lands of the MSHCP, necessary operation and maintenance projects, are Covered Activities and are not subject to survey or mitigation requirements outside criteria area and Public/Quasi-Public Lands. These covered activities are subject to compliance with Best Management Practices as described in Appendix C of the WRMSHCP.
If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 – August 31), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act.
The County has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following:
Section 15301 (c) – Existing Facilities – The proposed project consists of resurfacing an existing roadway. The proposed project is consistent with Section 15301(c) that exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, including road grading for the purpose of public safety. Furthermore, the project does not create additional automobile lanes and involves minimal to no expansion of use of the exiting roadway and associated facilities.
