The proposed project is the annual Independence Day Fireworks Festival on July 4, 2026, located at 2800 Olympic Parkway in the City of Chula Vista, California (Chula Vista Elite Athlete Training Center). The Independence Day Festival will begin at 6 PM and last until approximately 9:30 PM on July 4, 2026, at the Chula Vista Elite Athlete Training Center and at Mountain Hawk Park. The event will feature music from local radio stations and food vendors. The fireworks show will launch from the Chula Vista Elite Athlete Training Center at 9 PM and conclude at approximately 9:30 PM. Parking will be available at the Chula Vista Elite Athlete Training Center, Mountain Hawk Park, New Hope Church, and on streets. There will be traffic control for the event.

Reasons for Exemption
The City of Chula Vista conducted an environmental review and determined the proposal to hold the July 4, 2026, Independence Day Fireworks Festival is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15323 (Normal Operations of Facilities for Public Gatherings), which consists of the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar kind of purpose. The “past history” shall mean that the same or similar kind of activity has been occurring for at least three years and that there is a reasonable expectation that the future occurrence of the activity would not represent a change in the operation of the facility; Section 15304(e) (Minor Alterations to Land), which consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes, for example, minor temporary use of land having negligible or no permanent effects on the environment, including carnivals, sales of Christmas trees, etc; and Section 15061(b)(3), which states that the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The exceptions listed in State CEQA Guidelines Section 15300.2 would not apply in that no cumulative impacts were identified, no significant effects on the environment were identified, the project is not adjacent to a scenic highway, no historical resources would be affected by the action, and the project was not identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code.
